Program Manager II – Public Health Preparedness (PPHR) Program
The National Association of County and City Health Officials (NACCHO), a national organization representing approximately 3,000 local health departments (LHDs) nationwide, has an immediate opening for a Program Manager II to manage the Project Public Health Ready (PPHR) program, supporting the Public Health Preparedness Team. This position is funded through a cooperative agreement from the Centers for Disease Control and Prevention (CDC) Coordinating Office of Terrorism Preparedness and Emergency Response (COTPER).
GENERAL RESPONSIBILITIES
This Program Manager position is a member of the Public Health Preparedness Team, and contributes to the advancement of local public health practice by performing a variety of planning and program implementation, research, and evaluation job functions related to workforce development and public health preparedness in terms of development of the PPHR program at NACCHO. PPHR is a public health preparedness recognition program for local health departments. The mission of PPHR is to protect the public’s health and increase the public health infrastructure by building preparedness capacity and capability by equipping local health departments with sustainable tools to plan, train and exercise using a continuous improvement model.
General responsibilities include project planning, coordination, and evaluation; supervision; budget development and management; collaboration with advisory committees, other NACCHO members, and staff on project activities; development and dissemination of research and other materials to the public health community; research; technical assistance; serving as liaison to federal project officers; and project promotion.
NATURE OF WORK
This is a highly professional position requiring excellent analytical, interpersonal, and writing skills. The work involves partnerships with fellow staff, participation in associated professional organizations and groups, and collaboration with LHDs and funding agencies. The work also requires the exercise of extensive discretion and independent judgement.
WORK DUTIES MAY INCLUDE, BUT ARE NOT LIMITED TO:
Project Planning, Coordination, and Evaluation
- Serve as programmatic liaison to CDC project officers.
- Develop annual proposals of continuation grants for PPHR, as well as quarterly status reports required by funders.
- Develop and effectively manage project budgets.
- Provide for a comprehensive program of technical assistance for local health departments (LHDs) participating in PPHR.
- Manage relations with state health departments participating in the PPHR State-Supported Model, local PPHR LHDs, and external project stakeholders.
- Serve as lead staff for the PPHR Oversight Council; ensure a peer-led process to inform programmatic direction and decision making.
- Supervise PPHR program staff.
- Participate in team long-term project planning, and ensure the timely completion of project deliverables.
- Assure the coordination and preparation of written summaries of project meetings, including committee meetings and conference calls.
- Coordinate NACCHO work with that of other organizations and ensure integration of work as appropriate.
- Develop formal project policies and procedures for PPHR Re-Recognition, regional process, and a state-supported process.
- Ensure collaboration among NACCHO, NACCHO members, various committees, partner organizations, and funding agencies for project-related work.
- Develop mechanisms useful for evaluating program effectiveness.
- Analyze federal regulations and determine the implication for project implantation and existing guidelines.
- Develop effective plans with partner organizations and federal agencies to promote and enhance knowledge of PPHR.
Training and Technical Assistance
- Assist with the development, assembly and distribution of educational materials and public health tools.
- Identify appropriate and relevant tools and resources for local health departments and states implementing PPHR.
- Provide technical assistance to communities working with NACCHO to enhance their public health workforce and preparedness.
- Track relevant activities in local public health departments across the country.
- Work with other NACCHO staff, members and partners to follow and assess federal policy and determine how that relates to PPHR and NACCHO’s work.
Project Promotion
- Identify opportunities for marketing projects and assist in implementing promotional activities.
- Promote national implementation of PPHR at different venues.
- Develop PowerPoint presentations, brochures, or other marketing materials for use during project-related events and activities.
- Represent NACCHO through presentations, exhibits, etc. to promote projects at local, state, and national meetings and conferences.
- Assist in the development, assembly and distribution of related educational materials and public health tools for distribution to members and partners.
- Develop articles for publication in NACCHO Exchange and Public Health Dispatch.
- Provide updated program information for inclusion on NACCHO’s Website.
- Provide program information for project officers, potential funders, interested local and state sites, as well as partner organizations.
Employment Standards
Education and Experience: Bachelor’s degree in relevant professional field with a minimum of five years relevant work experience. Master’s Degree in Public Health or closely related field preferred.

HIRING SALARY RANGE: $61,306 to $70,000; salary will be commensurate with experience.
